you can take the pic in the embassy and it costs around $10.
I actually applied for an extension of my passport about 2 weeks ago and was asked to submit a 2x2 photo. I just used a photo I brought from China with a smaller size, but the embassy staff didn't say anything and accepted it.

another option: if you have a friend with digital camera, ask him to take a picture of you against a white background, use photoshop to make 2x2 photos and go to CVS store print it out(29c/print)
Please go to Giant Plaza in Greenbelt rd. Inside the mall, there is a photo shop, that one is cheaper than $10.00. Please you take your picture, please ask him to give you a recipt too. If your picture is not good one, you have a recipt to retake it without charage. The last time that I renew my passport almost three years ago, the first time picture was ok. Wishing you good luck.
